Surrey police seek more victims after two charged in child exploitation investigation

Surrey Police Service and the RCMP Surrey Provincial Operations Support Unit are asking potential victims and witnesses to come forward following arrests in a child exploitation investigation that began last year. Investigators say the case involves alleged offences that occurred over several years and may include additional victims who have not yet been identified.

Police say the investigation was launched in October 2024 by the Surrey RCMP Special Victims Unit after receiving information related to alleged child sexual abuse material dating back to 2021. A man and a woman were later identified as suspects through the joint SPS and RCMP operation.

On December 10, 2025, the BC Prosecution Service approved multiple charges against 28-year-old Carter Cooke and 21-year-old Tkhu Khyonh, also known as Mika Nhuien. Cooke faces a total of 16 charges, including possession, access, distribution and making of child pornography, sexual interference involving a person under 16, and luring a child. Nhuien has been charged with eight offences, including sexual interference, luring a child, and making child pornography.

Police say the investigation remains active and are releasing images of the accused in an effort to identify anyone who may have been affected or has information relevant to the case. Authorities emphasize that supporting victims and preventing further harm remain key priorities of the investigation.
